Ice buckets and ice pails (strictly speaking a lidded bucket is known as a pail) have been used since the late 17th Century by the aristocracy throughout Europe, for both cooling drinks and also for cooling ice cream ready for serving. In Britain, ice would be made available all-year round by specialist merchants who imported it from Scandinavia and Baltic ports, as well as harvested from local frozen rivers and lakes during the cold winter and spring months, and stored in specialist ice-houses.
Ice really was a luxury during the Georgian and early-mid Victoria eras, and only the aristocracy and nobility could afford it; after all, who else could afford to pay for something that disappears so quickly! That all changed by the late Victorian era, with the introduction of cooling systems, prompting Mark Twain to write: “…in my time, ice was jewelry; none but the rich could wear it. But anybody and everybody can have it now”. Ice buckets became very popular in the early 20th Century due to the popularity in cocktail drinking and were an essential piece of barware equipment.
